Amnesty in Exchange for Guilty Plea
The government sets a key date by which persons who have been involved in corruption can report these acts. The period between the announcement and the key date is supposed to be about six months. Persons who miss the key date will no longer have the opportunity for amnesty.
Persons who have participated (actively or passively) in bribery and report it will be amnestied, and the assets acquired through the bribery will be legalized.
A person willing to confess will be amnestied only if he or she fully reports all acts of corruption. A confession must include the date of the corrupt act, the benefit received, the amount of money paid and the name of the other person (i.e. the bribing or bribed person) for it to be accepted.
Reports of acts of corruption are stored in a tamper-proof database (blockchain).
Persons who participated in bribery and do not report such acts or report them incompletely will be prosecuted. Participation in acts of corruption reported after the key date does not lead to amnesty.
